This morning's "Democracy Now!" program had an excellent explanation of how the scheme will work, and how to go about getting YOUR coverage, which will kick in on January 1st next year - coming up soon!
There are numerous ways to access "Democracy Now!", on radio or TV. For the radio version, you can go to the KPFK archives; the TV version of the show is apparently available online, on a constant stream here: http://www.livestream.com/democracynow (It doesn't seem to be possible to spin through this video, but the Healthcare item comes up after the opening headlines.)
To investigate what coverage you will be able to get, with an estimated savings of 33% in New York State and 25% in California, go to https://www.healthcare.gov/ - it launches on October 1st, but you can start checking out your options now.
